NEET UG MBBS Admission in Uttarakhand: State Counselling Guide for Students
Short answer: MBBS and BDS state quota seats in Uttarakhand are filled through NEET UG Uttarakhand State Centralized Counselling conducted by HNB Uttarakhand Medical Education University (HNBUMU), Dehradun, while the 15% All India Quota and central seats are filled by MCC at mcc.nic.in. You need a qualifying NEET UG score, must meet the domicile and other rules in the current HNBUMU brochure, and should register for both counsellings. XEAL Education Works helps students from Uttarakhand online and by phone.
Who runs NEET UG counselling in Uttarakhand?
MBBS and BDS admission in Uttarakhand happens through two separate counselling systems, and every family should understand both before choice filling starts.
- State quota counselling is conducted by Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun, under the name "NEET UG Uttarakhand State Centralized Counselling". The university posts the counselling link, notices and the information brochure on its official website, hnbumu.ac.in.
- All India Quota (AIQ) counselling is conducted by the Medical Counselling Committee (MCC) of the Directorate General of Health Services at mcc.nic.in. MCC fills the 15% All India Quota seats in government medical and dental colleges of every state, plus seats in central institutions, AIIMS, JIPMER, central universities and deemed universities.
Both counsellings use the same NEET UG score and rank released by the National Testing Agency (NTA) at neet.nta.nic.in. There is no separate state entrance test for MBBS or BDS in Uttarakhand.
Which seats are filled at which level?
| Type of seat | Who allots it | Who can apply |
|---|---|---|
| 15% All India Quota in Uttarakhand government colleges | MCC (mcc.nic.in) | Eligible NEET qualified candidates from any state |
| AIIMS and other central institutions | MCC | All eligible candidates, as per MCC rules |
| State quota seats in government colleges | HNBUMU state counselling | Candidates meeting the Uttarakhand domicile / eligibility rules in the current brochure |
| Seats in private medical and dental colleges in the state | HNBUMU state counselling | As per the category-wise rules in the current brochure (some seat types may be open to candidates from outside the state) |
The exact split of seats, the categories, the reservation rules and the fee for each college are published every year in the HNBUMU information brochure and seat matrix. Always read the current version; rules can change from one year to the next.
Step-by-step: NEET counselling in Uttarakhand
- Qualify NEET UG. Note your All India Rank, category rank and score from the NTA result.
- Register for MCC counselling if you want to try for AIQ, AIIMS or deemed university seats. This is optional but most serious candidates register for both.
- Register for HNBUMU state counselling through the link on hnbumu.ac.in, pay the registration fee and any security deposit asked for in the brochure.
- Upload or verify documents as instructed. Mistakes in category or domicile documents are the most common reason for rejection.
- Check the state merit list published by HNBUMU and report any errors within the window given.
- Fill choices of colleges and courses in your real order of preference, then lock them.
- Seat allotment is released round by round. If you get a seat, report to the college or follow the upgrade / exit rules for that round.
- Later rounds (mop-up and stray vacancy rounds, as notified) fill the remaining seats.
Keep MCC and state rounds in mind together. MCC and the states follow a coordinated schedule so that a candidate who takes an AIQ seat leaves the state seat free and vice versa. Read the resignation and upgrade rules on both portals before you report anywhere.
Eligibility and domicile in general terms
To be considered for Uttarakhand state quota seats you must, in general:
- Have qualified NEET UG with at least the minimum percentile for your category, as declared by NTA.
- Have passed Class 12 with Physics, Chemistry, Biology/Biotechnology and English with the minimum marks required by the National Medical Commission (NMC) regulations.
- Meet the Uttarakhand domicile or residence rules stated in the current HNBUMU brochure for state quota government seats.
- Hold valid category certificates (SC, ST, OBC, EWS and any state-specific sub-categories) issued by the competent authority of Uttarakhand, if you want to claim reservation.
Students who were born in Uttarakhand but studied elsewhere, or who studied in Uttarakhand but whose family moved, often fall into grey areas. Do not assume. Read the domicile clause word by word and keep supporting certificates ready.
Government vs private vs deemed colleges
Government medical colleges in Uttarakhand have the lowest fee and the highest demand, so the closing ranks are tight. Some government seats may carry service bond or similar conditions; the brochure will say if they do.
Private medical and dental colleges in the state are also filled through HNBUMU counselling. Fees are much higher and are fixed by the state fee committee; the brochure lists them college by college. Read about how management and NRI seats work in our guide to NEET management quota MBBS fees.
Deemed universities across India are counselled by MCC, not by HNBUMU. Uttarakhand students who want a wider range of options often register for MCC deemed rounds as well as the state rounds.
Documents to keep ready
- NEET UG admit card and score card
- Class 10 certificate (for date of birth) and Class 10 and 12 mark sheets
- Uttarakhand domicile / residence certificate as specified in the brochure
- Category certificate and EWS certificate, if applicable, in the format and validity required
- Disability certificate from an authorised centre, if claiming a PwD seat
- Aadhaar or other government ID, recent passport-size photographs
- Transfer / migration and character certificate at the time of admission
Make several attested copies and keep scanned PDFs on your phone. The brochure may also ask for affidavits or specific formats; download them early.
Common mistakes Uttarakhand students make
- Skipping MCC counselling and relying only on state rounds, then missing an AIQ or deemed seat that was within reach.
- Filling too few choices. A short list often ends in no allotment in the first round.
- Ignoring the fee and bond columns of the seat matrix while filling private and government choices.
- Old or wrong-format certificates, especially for OBC and EWS, which can lead to loss of the category benefit.
- Not reading exit and upgrade rules. Leaving a seat in the wrong round can mean forfeiting the security deposit or being barred from later rounds.
- Trusting unofficial cut-off lists instead of studying last year's official allotment results.
