NEET UG Counselling in Haryana: MBBS and BDS Admission Guide (DMER Haryana)

By XEAL Education Works counsellors · Since 2011 · Updated 1 Nov 2026

Short answer: MBBS and BDS admission in Haryana is based only on NEET UG. The 15% All India Quota seats in government colleges are filled by MCC on mcc.nic.in, while state quota and private college seats are filled through Haryana state counselling under DMER Haryana, with notices and allotment lists published on the UHS Rohtak website. XEAL Education Works helps students from Haryana through both processes online and by phone.

How MBBS and BDS admission works in Haryana

If you are planning MBBS admission in Haryana or a BDS seat, everything starts with one exam: NEET UG, conducted every year by the National Testing Agency. There is no separate state entrance test for MBBS or BDS. After the NEET result, seats in Haryana are filled through two main counselling routes, and most families should register for both if the student is eligible.

  • All India Quota (AIQ) counselling by MCC: the Medical Counselling Committee (MCC) of the Directorate General of Health Services fills the 15% All India Quota seats in government medical and dental colleges across India, including Haryana, along with seats in deemed universities, central institutions and AIIMS.
  • Haryana state quota counselling: the remaining government seats and the seats in private medical and dental colleges in Haryana are filled through the state counselling, which runs under the Department of Medical Education and Research (DMER), Haryana. Counselling notices, eligibility lists and seat allotment results are published on the website of Pt. B.D. Sharma University of Health Sciences (UHS), Rohtak.

Because the two processes run on different websites with separate registrations, fees and timelines, it is easy to miss a step. Students who treat NEET counselling in Haryana as a single process often lose good options.

Who conducts NEET counselling in Haryana

For the state quota, the official notices you should follow are those issued for the Department of Medical Education and Research, Haryana, and hosted on the UHS Rohtak website (uhsr.ac.in). The state publishes the information brochure or prospectus, the seat matrix, lists of eligible candidates, round-wise provisional allotment lists and the document verification schedule there. DMER Haryana also maintains its own website with details of government medical colleges in the state.

For the 15% All India Quota and deemed universities, the official source is mcc.nic.in, under the UG Medical Counselling section. MCC usually runs several rounds, including a stray vacancy round, and its schedule is coordinated with the state rounds.

Always read the current information brochure from the official website before you register. Seat categories, fees, bonds and reservation rules can change from one year to the next, and the brochure is the only document that counts.

Eligibility and Haryana domicile in general terms

To take part in the Haryana state counselling, a student must have qualified NEET UG and meet the eligibility conditions in the current state prospectus. For the state quota seats in government colleges, the state sets domicile or residence-based conditions, so students who are Haryana domiciles (or who meet the other residence conditions given in the brochure) are the main beneficiaries. Reservation for categories such as SC, BC, EWS, persons with disabilities and other special categories follows the rules notified by the state.

Seats in private colleges may include categories that are open more widely, such as management or NRI seats, depending on the rules notified for that year. If you are from outside Haryana, read the eligibility section of the brochure carefully before paying any fee, and keep MCC counselling as your main route to Haryana government colleges through the All India Quota.

Government vs private vs deemed colleges

College typeWho fills the seatsWhat to keep in mind
Government medical and dental colleges15% by MCC (AIQ); remaining by Haryana state counsellingLowest fees and highest competition. State quota seats depend on domicile and category.
Private medical and dental colleges in HaryanaHaryana state counsellingFees are much higher and are fixed by the state. Check the fee, security amount and any bond in the current brochure.
Deemed universitiesMCC (deemed university counselling)Open to students from all states. Fees are usually the highest, so plan the budget before filling choices.

Step-by-step: Haryana state quota counselling

  1. Check NEET qualification and documents: download your NEET UG scorecard and keep your admit card ready.
  2. Read the prospectus: when the state notice is released on the official website, read the eligibility, reservation, fee and refund rules before you register.
  3. Online registration: fill the application form, upload documents and pay the registration fee within the given dates. Note your login ID, as all later lists use it.
  4. Merit and eligible lists: the state publishes lists of eligible candidates. Check your name, category and score carefully and report any error within the given time.
  5. Choice filling: select colleges in your order of preference. Put the colleges you truly want at the top, and keep realistic options lower down.
  6. Seat allotment: the provisional allotment list is released round by round. Read the instructions on reporting, fee payment and document verification attached to each round.
  7. Document verification and joining: report on time with original documents, pay the fee as instructed and complete admission at the allotted college.
  8. Further rounds: later rounds and mop-up or stray vacancy rounds fill the remaining seats. Read the rules on upgradation, resignation and forfeiture of fees before deciding whether to take part.

Documents usually required

The exact list is in the current brochure, but families should usually keep these ready, with several self-attested photocopies:

  • NEET UG admit card and scorecard
  • Class 10 certificate (for date of birth) and Class 10 and Class 12 marksheets
  • Haryana domicile or residence certificate, where claiming state quota
  • Category certificate (SC, BC, EWS and so on) in the format and validity required by Haryana
  • Disability certificate, if applying under the PwD category
  • Identity proof such as Aadhaar, and recent passport-size photographs
  • Any affidavit, undertaking or bond form required by the state for that year

Common mistakes Haryana students make

  • Registering only in one counselling: skipping MCC or skipping the state counselling cuts down your options.
  • Wrong category or domicile documents: certificates in the wrong format or issued by the wrong authority are a frequent reason for losing a seat at verification.
  • Ignoring fee and bond rules: private college fees, security deposits and service bonds should be understood before choice filling, not after allotment.
  • Not tracking both schedules: MCC and state rounds overlap. Joining one seat can affect eligibility or refunds in the other process.
  • Trusting unofficial lists and agents: only lists published on the official websites are valid. Nobody can guarantee a government seat outside the official counselling.
