NEET UG Counselling in Kerala: MBBS and BDS Admission Guide (KEAM and MCC)
Short answer: MBBS and BDS state quota seats in Kerala, including private self-financing college seats, are allotted by the Commissioner for Entrance Examinations (CEE) Kerala on the basis of NEET UG merit, and you must first apply through the KEAM online application. The 15% All India Quota seats in government colleges are filled by MCC on mcc.nic.in. XEAL Education Works helps students from Kerala with both counselling processes online and by phone.
Who runs NEET UG counselling in Kerala?
If you are planning MBBS admission in Kerala, the first thing to understand is that two separate counselling systems fill the medical and dental seats in the state. The Commissioner for Entrance Examinations (CEE), Government of Kerala, runs the state counselling through the KEAM system on cee.kerala.gov.in. The Medical Counselling Committee (MCC) of the DGHS, Government of India, runs the 15% All India Quota counselling for government college seats on mcc.nic.in.
Kerala does not hold its own medical entrance test. The KEAM prospectus states that admission to medical courses is decided on the basis of merit in NEET UG, conducted by the National Testing Agency. KEAM's own engineering and pharmacy papers have nothing to do with MBBS or BDS ranks. What the KEAM system gives you is the application, the category and nativity check, and the state rank list for medical courses prepared from NEET scores.
Courses covered by Kerala state counselling
The KEAM prospectus lists MBBS, BDS, BAMS (Ayurveda), BSMS (Siddha), BHMS (Homoeopathy) and BUMS (Unani) among the medical courses. Colleges offering these courses are affiliated to the Kerala University of Health Sciences (KUHS). Allied courses such as agriculture, veterinary and fisheries are also allotted from the same NEET-based list, so read the current prospectus to see which courses you can opt for.
The KEAM application comes first
This is the step students from Kerala most often miss. You cannot simply wait for your NEET result and then join state counselling. CEE Kerala invites the KEAM online application early in the year, usually well before the NEET UG exam. The prospectus states that you should submit only one online application for all KEAM courses and that applications are accepted only in online mode. Certificates have to be uploaded within the window given in the notification. Documents sent by post, by email or in person are not accepted.
After the NEET UG result is out, CEE asks candidates to complete the steps needed to bring their NEET score onto its records, and then publishes the Kerala medical rank list. Follow the notifications on the CEE website closely at this stage. The exact steps and deadlines are announced separately every year.
Step-by-step: NEET counselling in Kerala
- Apply for KEAM online on cee.kerala.gov.in during the application window and choose the medical courses.
- Upload certificates for nativity, community, non-creamy layer, EWS or any special reservation you claim, within the deadline.
- Appear in NEET UG and secure at least the qualifying percentile.
- Complete the NEET result step on the CEE portal when it is notified, then check your category details and the provisional rank list.
- Register your options (colleges and courses in order of preference) when the Centralised Allotment Process opens. The prospectus says online option confirmation is mandatory for each phase unless notified otherwise.
- Accept the allotment, pay the fee as instructed and report to the college with original documents within the time given.
- Take part in later phases to upgrade, and keep watching for stray or mop-up vacancy rounds.
Run MCC counselling in parallel if you want to try All India Quota seats in other states, deemed universities or central institutions. Many families miss this. A seat taken in one counselling can affect your status in the other, so read the rules on exit and resignation on both websites before you join any round.
Eligibility and nativity in general terms
The prospectus sorts candidates into Keralite, Non-Keralite Category I and Non-Keralite Category II, and each category has its own nativity certificate format. In general, only candidates who prove Keralite status can claim community reservation and other special reservations in state seats. Some Non-Keralite candidates can still apply for certain seats, especially in self-financing colleges. The exact definitions are in the current prospectus, so check which category applies to you before you apply.
The academic eligibility follows the National Medical Commission rules: you need Physics, Chemistry, Biology and English in Class 12 with the required marks, and you must qualify NEET UG. Confirm the age rule and the minimum marks in the current NEET UG bulletin and KEAM prospectus.
Government, self-financing and deemed colleges
| Type of seat | Who allots it | Points to note |
|---|---|---|
| 15% All India Quota in government colleges | MCC (mcc.nic.in) | Open to eligible NEET candidates from every state |
| State quota in government colleges | CEE Kerala | Lowest fees and most competitive; reservation rules apply |
| Self-financing (private) colleges: merit, management, NRI and minority seats | CEE Kerala (common counselling) | Fees are set by the state's fee regulatory process and differ by college and quota |
| All India seats in self-financing colleges | CEE Kerala | The prospectus says these are filled from CEE's NEET-based list irrespective of domicile |
| Deemed universities and central institutions | MCC | Separate registration and security deposit on mcc.nic.in |
One feature of Kerala stands out. Private self-financing medical and dental seats, including NRI and minority seats, go through the Commissioner's common counselling. Colleges do not hold separate direct admissions for them. Treat with suspicion anyone who offers you a Kerala private MBBS seat "outside counselling". Our guide on management quota MBBS fees explains how private seat fees compare across states.
Documents to keep ready
- NEET UG admit card and scorecard
- Class 10 (SSLC or equivalent) certificate as proof of date of birth
- Class 12 mark sheet and pass certificate
- Nativity certificate in the correct format (Keralite, NK I or NK II)
- Community certificate (SC/ST from the Tahsildar; others as per the prospectus)
- Non-creamy layer certificate for SEBC/OEC candidates, or an EWS certificate if you claim it
- Income certificate, where needed for fee concession or scholarship
- Disability certificate or UDID card, if you claim that reservation
- Minority or NRI documents, if you apply for those quotas
- Recent passport-size photograph and signature in the specified format
Every certificate must be in the format given in the prospectus annexures and must be signed and sealed by the competent authority. Wrong formats are a common reason for losing a reservation claim.
Common mistakes Kerala students make
- Missing the KEAM application deadline because they thought NEET registration was enough.
- Uploading a nativity or community certificate in an old or wrong format.
- Not confirming options in a phase, which can take a candidate out of that round.
- Ignoring MCC counselling and losing the chance at All India Quota and deemed university seats.
- Filling too few options, or listing colleges without checking the fee for each quota.
- Paying agents who promise "direct" private seats outside the official process.

Is KEAM required for MBBS admission in Kerala?
You do not write a separate KEAM exam for MBBS; ranks come from NEET UG. But you must submit the KEAM online application on cee.kerala.gov.in within its window to be included in the Kerala state rank list for medical courses.
Who conducts NEET counselling in Kerala?
The Commissioner for Entrance Examinations, Government of Kerala, conducts state counselling for MBBS, BDS and AYUSH courses. MCC conducts the 15% All India Quota counselling for government college seats.
Are private medical college seats in Kerala filled through CEE?
Yes. As per the KEAM prospectus, seats in private self-financing medical and dental colleges, including NRI and minority seats, are filled through the Commissioner's common counselling.
Can students from other states get MBBS in Kerala?
Yes. They can compete for government seats through MCC's All India Quota, and the prospectus allows Non-Keralite categories to compete for certain seats, including the All India seats in self-financing colleges. Check the current prospectus for exact rules.
What happens if I do not confirm options in a phase?
The prospectus says online option confirmation is mandatory for each phase of allotment unless notified otherwise, so missing it can keep you out of that phase.
