NEET UG Counselling in Bihar: MBBS and BDS Admission Guide for UGMAC State Quota

By XEAL Education Works counsellors · Since 2011 · Updated 25 Oct 2026

Short answer: MBBS and BDS state quota seats in Bihar are filled through UGMAC (Under Graduate Medical Admission Counselling), conducted by the Bihar Combined Entrance Competitive Examination Board (BCECEB) on the basis of NEET UG results. The 15% All India Quota in government colleges, along with deemed universities and central institutions, is filled separately by MCC on mcc.nic.in. XEAL Education Works helps students from Bihar plan both counselling processes online and by phone.

Who runs NEET UG counselling in Bihar?

MBBS and BDS admission in Bihar on the state side is handled through UGMAC (Under Graduate Medical Admission Counselling), conducted every year by the Bihar Combined Entrance Competitive Examination Board (BCECEB), Patna. BCECEB is a Government of Bihar body set up under the Bihar Combined Entrance Competitive Examination Act, 1995. It does not hold its own medical entrance test. Instead, it prepares a state merit list from the NEET UG data that the National Testing Agency (NTA) shares through the Health Department, Government of Bihar.

UGMAC covers MBBS and BDS seats in the government medical and dental colleges of Bihar and in the private medical and dental colleges of the state. The same counselling also fills B.V.Sc. & A.H. and B.F.Sc. seats in veterinary and fisheries colleges, so make sure you are reading the medical section of the notice that applies to you.

Two routes: All India Quota and Bihar state quota

A student from Bihar who qualifies NEET UG can usually take part in two separate counselling processes at the same time.

  • All India Quota (AIQ) by MCC: The Medical Counselling Committee (MCC) under the Directorate General of Health Services fills 15% of MBBS and BDS seats in government medical colleges across India, along with seats in AIIMS, JIPMER, central universities, deemed universities and some other institutions. Registration is on mcc.nic.in.
  • Bihar state counselling (UGMAC) by BCECEB: This fills the remaining state quota seats in Bihar government colleges and the seats of Bihar private medical and dental colleges that are offered through state counselling, as set out in the seat matrix. Registration is through the UGMAC portal linked on bceceboard.bihar.gov.in.

Because the two processes run in parallel, you must follow the rules of both. A seat taken in one counselling can affect your eligibility in the other, so read the resignation and exit rules carefully before you accept or upgrade a seat.

Government, private and deemed colleges: what is the difference?

For Bihar students, the type of college decides both the route and the cost.

  • Government medical colleges in Bihar (such as Patna Medical College, IGIMS, DMCH Darbhanga, SKMCH Muzaffarpur and the newer government colleges) have the lowest fees and the highest cut-offs. State quota seats here are filled through UGMAC.
  • ESIC Medical College, Bihta appears in the state list. It also has a separate quota for wards of insured persons, which has its own certificate requirements.
  • Private medical and dental colleges in Bihar are part of UGMAC. Some seats may carry minority or NRI quotas. Fees are much higher than in government colleges and are fixed under state rules, so always check the current fee structure in the official prospectus.
  • Deemed universities anywhere in India are filled only through MCC counselling, not through UGMAC.

Eligibility and domicile in general terms

To take part in Bihar state counselling you must have qualified NEET UG with at least the minimum percentile set for your category, and you must meet the state's residence conditions for state quota seats. At reporting, BCECEB asks for a Residential Certificate along with your Matric and Intermediate certificates. Caste and residential certificates are issued by the competent revenue authority of your place of permanent residence.

Reservation in Bihar follows the state's own policy (SC, ST, EBC, BC, EWS, reserved-category women and disability quota), applied as on the date the counselling process starts. The exact domicile conditions and reservation percentages are printed in the current UGMAC prospectus, so read that document line by line before registering. Do not rely on what a friend did in an earlier year.

Step-by-step UGMAC process

  1. Read the notice and prospectus on bceceboard.bihar.gov.in, including the seat matrix and fee table.
  2. Register online with your NEET UG roll number, name and date of birth. An OTP goes to your mobile and email, and you receive a UGMAC ID.
  3. Fill the application form with personal, contact and education details, and upload your photo, signature and certificates.
  4. Pay the counselling fee and security deposit online. The security deposit for private colleges is much higher than for government colleges.
  5. Check the state rank card once BCECEB publishes it.
  6. Fill and lock choices of colleges and courses in order of preference, then download your choice slip.
  7. Check the allotment result for each round and decide whether to freeze, float or exit, as the rules for that round allow.
  8. Report for document verification and admission at the allotted college or verification centre within the given window.
  9. Watch for later rounds and the stray vacancy round if you are still looking for a seat.

Dates change every year, so follow the dated advertisements on the BCECEB website instead of third-party timetables.

Documents to keep ready

  • NEET UG admit card and score card
  • UGMAC rank card and the downloaded confirmation page
  • Matric (Class 10) and Intermediate (Class 12) certificates and marksheets
  • Residential certificate
  • Caste or EWS certificate, if claiming reservation
  • Disability, NRI, minority or ward quota certificates, if applicable
  • Aadhaar card and several recent passport-size photographs

Originals of every uploaded document must be shown at verification. Private colleges may ask for extra documents, so carry a full set of photocopies as well.

Common mistakes Bihar students make

  • Registering in only one counselling. Many students skip MCC and lose a chance at AIQ or deemed seats, or skip UGMAC and miss state seats.
  • Not understanding freeze, float and free exit. In later rounds, resigning or failing to report can mean losing the security deposit.
  • Locking too few choices. A short list can leave you without a seat even when your rank was good enough for a college you did not list.
  • Certificate problems. Residential, caste and EWS certificates must be valid and in the format the board asks for. Mismatched names or dates can cause rejection at verification.
  • Ignoring the cost of private seats. Know the full fee and deposit before you lock a private college choice.
  • Trusting agents who promise "confirmed" seats. All state quota and private seats in UGMAC are allotted on merit through the official portal.
