NEET UG Counselling in Uttar Pradesh: MBBS and BDS Admission Process, Quotas and Documents

By XEAL Education Works counsellors · Since 2011 · Updated 22 Oct 2026

Short answer: MBBS and BDS state quota seats in Uttar Pradesh are filled through online counselling by the Directorate General of Medical Education and Training (DGME), UP, on upneet.gov.in, while All India Quota and deemed university seats are filled by MCC on mcc.nic.in. Students need a qualifying NEET UG score and must meet the eligibility and domicile rules in the current brochure. XEAL Education Works helps students from Uttar Pradesh through both counselling processes online and by phone.

Every year lakhs of students from Uttar Pradesh write NEET UG, and for most families the harder part starts after the result: understanding counselling. MBBS admission in Uttar Pradesh runs through two separate systems that work side by side. One is the national All India Quota counselling, and the other is the UP state counselling for state quota seats in government and private medical and dental colleges. Knowing which seat belongs to which process, and keeping both timelines in view, is what decides whether a good NEET score turns into a good seat.

Who conducts NEET UG counselling in Uttar Pradesh?

State quota counselling for MBBS and BDS in Uttar Pradesh is conducted by the Directorate General of Medical Education and Training (DGME), Uttar Pradesh, based at Jawahar Bhawan, Ashok Marg, Lucknow. The online counselling portal is upneet.gov.in, where registration, choice filling, seat allotment results and seat information are published. Always rely on this portal and the official information brochure released for the current year rather than social media forwards.

Separately, the Medical Counselling Committee (MCC) under the Directorate General of Health Services, Government of India, conducts counselling at mcc.nic.in. MCC handles the All India Quota seats in government medical colleges across India, along with seats in deemed universities, central universities such as AMU and BHU, ESIC colleges for eligible wards and AFMC Pune, among others listed in its information bulletin.

All India Quota vs UP state quota

In government medical colleges of Uttar Pradesh, a share of seats (traditionally 15%) is surrendered to the All India Quota and filled through MCC counselling. Any NEET-qualified candidate from any state can compete for these seats. The remaining seats form the state quota and are filled through DGME UP counselling under the state's own rules.

Seat typeCounselling bodyWho can apply (general terms)
All India Quota seats in UP government collegesMCC (mcc.nic.in)NEET-qualified candidates from all states
State quota seats in UP government collegesDGME UP (upneet.gov.in)Candidates who meet the UP domicile rules in the brochure
Private medical and dental college seats in UPDGME UP (upneet.gov.in)As per the eligibility rules in the current UP brochure
Deemed universities and central universitiesMCC (mcc.nic.in)As per the MCC information bulletin

A student from Uttar Pradesh can usually register in both MCC and UP counselling. This is a big advantage, but it also means you must track two schedules, two sets of rules for upgrading or leaving a seat, and two security deposit systems.

Eligibility and domicile in general terms

To take part in UP state counselling you must have qualified NEET UG with the required percentile for your category, as declared by the National Testing Agency (NTA). For government state quota seats, candidates are generally expected to satisfy the domicile conditions of Uttar Pradesh, and the brochure explains exactly what counts as proof. Rules for private college seats, reservation categories and special categories are also laid down in the brochure. Because these conditions can be revised, read the current official brochure on upneet.gov.in carefully before you register, and do not assume last year's rules still apply.

Government, private and deemed colleges: what changes?

  • Government medical colleges have the lowest fees and the highest competition. State quota seats here usually close at the highest scores.
  • Private medical colleges in UP are filled through DGME counselling. Fees are much higher than government colleges and are fixed under state regulation, so check the fee details in the official seat information before filling choices.
  • Deemed universities located in or outside UP are filled through MCC, not through the state portal. Their fees are usually the highest, and they also carry their own security deposit rules.

Step-by-step: how UP NEET counselling works

  1. Watch for the notice on upneet.gov.in after the NEET UG result. Read the information brochure fully.
  2. Register online with your NEET roll number and personal details, and pay the registration fee.
  3. Upload documents and complete document verification as directed in the brochure.
  4. Deposit the security money applicable to the type of college (government or private) you want to opt for. Without this you may not be able to fill choices for that category.
  5. Fill and lock choices of colleges and courses in order of real preference.
  6. Check the seat allotment result and report to the allotted college within the deadline with original documents.
  7. Take part in later rounds (second round, mop-up and stray vacancy rounds as announced) if you want to upgrade or are still waiting for a seat.

Run this alongside MCC counselling. MCC rounds and state rounds are coordinated, but each has its own rules on resigning, upgrading and forfeiture of security money.

Documents to keep ready

  • NEET UG admit card and scorecard
  • Class 10 certificate (for date of birth) and Class 12 marksheet and certificate
  • Domicile certificate of Uttar Pradesh, if claiming state quota
  • Caste, EWS or other category certificate in the prescribed format, if applicable
  • Aadhaar or other valid photo ID
  • Recent passport-size photographs and signature
  • Any special category certificate (for example disability) as required by the brochure

The exact list and formats are given in the current brochure. Category and domicile certificates are the most common reason for trouble at verification, so get them made early and check the issuing authority and format.

Common mistakes UP students make

  • Ignoring MCC counselling and relying only on the state, which closes the door to AIQ and deemed university seats.
  • Filling too few choices, or filling choices in an order you do not actually prefer.
  • Not understanding security money rules, leading to forfeiture when leaving or not joining a seat.
  • Missing reporting deadlines after allotment, which can cancel the seat.
  • Trusting unofficial lists of cut-offs or fees instead of the official seat information and brochure.
  • Paying agents who promise "confirmed" seats. No one can guarantee a seat outside the official counselling process.
