NEET UG Counselling in Karnataka: MBBS and BDS Admission Process, KEA and MCC Quotas

By XEAL Education Works counsellors · Since 2011 · Updated 22 Oct 2026

Short answer: MBBS and BDS admission in Karnataka is done only through NEET UG scores. The Karnataka Examinations Authority (KEA) runs state counselling for government and private college seats, while MCC fills the 15% All India Quota and deemed university seats. XEAL Education Works helps students from Karnataka with both counselling processes online and by phone.

How MBBS and BDS admission in Karnataka works

Karnataka has one of the largest networks of medical and dental colleges in India, which is why thousands of NEET UG candidates look up "MBBS admission in Karnataka" and "NEET counselling Karnataka" every year. The basic rule is simple: there is no separate state entrance exam for MBBS or BDS. Every seat, whether in a government college, a private college or a deemed university, is filled on the basis of your NEET UG score. What changes is who runs the counselling for that seat and which candidates are eligible for it.

Broadly, a Karnataka MBBS or BDS seat reaches students through one of two channels:

  • Medical Counselling Committee (MCC) under the Directorate General of Health Services, Government of India, for the All India Quota and central and deemed institutions.
  • Karnataka Examinations Authority (KEA), the state counselling authority that allots government and private college seats in Karnataka on the basis of NEET scores, as per the seat matrix issued by the Government of Karnataka.

Many families apply in both, because the rounds run in parallel and a student who misses one channel can lose real options.

Who runs the Karnataka state quota counselling

The Karnataka Examinations Authority, Bengaluru, conducts state counselling for medical, dental and AYUSH courses. KEA began as the state Common Entrance Test Cell and was made an autonomous authority by the Government of Karnataka. Its official website is cetonline.karnataka.gov.in/kea. Every year KEA publishes an information bulletin for NEET-based medical and dental admissions, opens online registration after the NEET result, runs document verification, and then conducts option entry and allotment rounds.

Students sometimes confuse KEA with Rajiv Gandhi University of Health Sciences (RGUHS). RGUHS is the state health university to which Karnataka medical and dental colleges are affiliated. It awards the degree, but it states clearly that it does not allot any MBBS or BDS seat to any student. If anyone tells you they can get you a seat "through the university", treat it as a red flag.

The MCC All India Quota and central counselling

A share of seats in every government medical and dental college in Karnataka, which is the 15% All India Quota, is filled through MCC counselling on mcc.nic.in. Any NEET-qualified candidate from any state can compete for these seats. MCC also handles counselling for deemed universities, central institutions, ESIC seats for wards of insured persons, and AFMC Pune. Karnataka has several well-known deemed universities, so students who want a deemed university seat in Karnataka must register with MCC, not KEA.

A Karnataka-eligible student can therefore register with MCC (for All India Quota and deemed seats) and with KEA (for state quota and private college seats). Read both information bulletins carefully, because the rules on resigning, upgrading and forfeiting security deposits are different in each and also change from year to year.

Government, private and deemed seats in Karnataka

The exact seat categories, the number of seats in each and the fee for each category are notified by the state every year in the seat matrix and fee notification. Fees in government, private and deemed colleges differ a great deal, so always check the current official figures before you fill options. Eligibility and domicile in general terms

To take part in any MBBS or BDS counselling, you must first qualify NEET UG as per the cut-off percentile set for your category, and meet the age and subject requirements laid down by the National Medical Commission. For Karnataka government quota seats, the state also applies its own eligibility rules, which are based on study and residence in Karnataka and are set out in the selection rules and the KEA information bulletin. These rules define who counts as a Karnataka candidate, along with the special cases and exceptions.

Because these clauses are detailed and are revised from time to time, we do not summarise them here. If you studied partly inside and partly outside Karnataka, or your parents work in another state, read the current bulletin line by line or speak to a counsellor before you register. Students who are not eligible for state quota may still be able to apply for certain private college categories through KEA and for deemed and All India Quota seats through MCC.

Step by step: Karnataka NEET UG counselling

  1. Qualify NEET UG and download your scorecard from neet.nta.nic.in.
  2. Read the KEA information bulletin and the MCC information bulletin as soon as they are released.
  3. Register online on the KEA portal with your NEET roll number, and pay the fee for your category. Register separately on MCC if you want All India Quota or deemed seats.
  4. Complete document verification as per the KEA schedule. Claims for any category or special reservation must be supported by valid certificates.
  5. Check the seat matrix and fee notification and shortlist colleges that fit your rank and budget.
  6. Fill options (choices) carefully, in true order of preference, and lock them before the deadline.
  7. Check the allotment and choose the decision allowed for that round (for example, accept and join, or continue for the next round), as explained in the bulletin.
  8. Pay the fee and report to the allotted college within the deadline with original documents.

Documents you will usually need

  • NEET UG admit card and scorecard
  • Class 10 and Class 12 marks cards and passing certificates
  • Study certificates and any documents needed to prove Karnataka eligibility
  • Category, caste and income certificates in the format required by the state, if claimed
  • Certificates for any special category or reservation listed in the bulletin, if claimed
  • Identity proof, passport size photographs and signature

The KEA bulletin lists the exact documents and formats. Certificates issued in the wrong format or by the wrong authority are one of the most common reasons for losing a claim.

Common mistakes Karnataka students make

  • Registering only with KEA and forgetting MCC, so deemed university and All India Quota options are lost.
  • Filling too few options, or filling them in the order of a friend's list rather than their own preference.
  • Not reading the fee and bond rules for each category before choosing a private college seat.
  • Missing the window to choose an option after allotment, which can mean losing the seat.
  • Paying agents who promise a "confirmed seat". All seats are allotted only through official counselling.
