NEET UG Counselling Himachal Pradesh: MBBS and BDS Admission Guide (AMRU)
Short answer: MBBS and BDS state quota counselling in Himachal Pradesh is conducted by Atal Medical and Research University (AMRU) on amruhp.ac.in, using your NEET UG rank. The 15% All India Quota seats in the state's government colleges, along with AIIMS and deemed universities, are filled by MCC on mcc.nic.in, so most students should register for both. XEAL Education Works helps students from Himachal Pradesh with both processes online and by phone.
Who runs NEET UG counselling in Himachal Pradesh?
If you are looking for MBBS admission in Himachal Pradesh, the first thing to know is that there are two separate counselling processes, and most students should register for both.
- State quota counselling is conducted by Atal Medical and Research University (AMRU), Himachal Pradesh, a state government university at Ner Chowk, Mandi. AMRU publishes the MBBS/BDS prospectus, merit lists, seat vacancy lists and allotment results on its official website, amruhp.ac.in.
- All India Quota (AIQ) counselling is conducted by the Medical Counselling Committee (MCC) of the Directorate General of Health Services on mcc.nic.in. MCC fills the 15% All India Quota seats in government medical and dental colleges, and also handles central institutions, AIIMS, and deemed universities across India.
Both processes use your NEET UG result, which is issued by the National Testing Agency (NTA). Your NEET All India Rank is the basis of the state merit list as well, so there is no separate state entrance test for MBBS or BDS in Himachal Pradesh.
How seats are divided in Himachal Pradesh
Understanding the seat types helps you decide where to put your effort during NEET counselling in Himachal Pradesh.
| College type | Who allots the seat | Who can apply |
|---|---|---|
| Government medical and dental colleges (state quota, 85%) | AMRU, Himachal Pradesh | Students who meet the bonafide Himachali / state eligibility rules in the prospectus |
| Government medical and dental colleges (All India Quota, 15%) | MCC | NEET-qualified students from across India, as per MCC rules |
| Private medical college and private dental colleges (state quota) | AMRU | Students eligible for the state quota |
| Private colleges (management and NRI quota) | AMRU | Management quota is open to eligible Indian nationals, Himachali or not; NRI seats follow the NRI rules in the prospectus |
| AIIMS, central institutions and deemed universities | MCC | As per MCC rules |
The exact split between state and management seats in private colleges, the special reserved seats (for example for children of J&K migrants, children of Tibetan refugees, EWS and the ESI quota at the Ner Chowk medical college) and the seat matrix for each round are published in the current AMRU prospectus and seat vacancy notices. Always check the latest documents rather than relying on last year's numbers.
Government and private colleges in the state counselling
The current AMRU MBBS/BDS prospectus lists six government medical colleges: Indira Gandhi Medical College, Shimla; Dr. Rajendra Prasad Government Medical College, Kangra at Tanda; Dr. Yashwant Singh Parmar Government Medical College, Nahan; Shri Lal Bahadur Shastri Government Medical College, Ner Chowk, Mandi; Pandit Jawahar Lal Nehru Government Medical College, Chamba; and Dr. Radhakrishnan Government Medical College, Hamirpur. For BDS there is H.P. Government Dental College, Shimla, along with privately managed dental colleges and one privately managed medical college, Maharishi Markandeshwar Medical College and Hospital at Kumarhatti, Solan.
Government seats have much lower fees, so competition for them is strong. Private and management seats cost far more, and fees are fixed by the state's fee regulation process for each session. For a general picture of what private and management quota MBBS can cost across India, read our guide on NEET management quota MBBS fees, and then confirm the Himachal Pradesh figures in the current prospectus.
Eligibility and domicile in general terms
To take part in the Himachal Pradesh state quota, you must have qualified NEET UG and meet the state eligibility rules. In general terms, the prospectus gives state quota eligibility to bonafide Himachalis (or their children) who have passed a set number of school examinations from recognised schools in Himachal Pradesh. There are specific exceptions, for example for children of certain central and state government employees posted in the state, children of Himachal government employees posted outside the state, and children of bonafide Himachalis serving in the defence services or paramilitary forces.
These rules are detailed and the conditions (such as years of service and where classes 10+1 and 10+2 were passed) matter. Read the eligibility chapter of the current prospectus line by line, or ask a counsellor to check your case before you register. Management quota seats in private colleges do not require bonafide Himachali status, but you still need to meet the NEET, academic and age requirements.
Students from other states can compete for Himachal Pradesh government seats through the 15% All India Quota on MCC, and for management quota seats in private colleges through AMRU.
Step-by-step: how AMRU counselling works
- Read the prospectus. Download the current MBBS/BDS prospectus and schedule from amruhp.ac.in.
- Register online. Create your account with a working mobile number and your own email ID, fill in your NEET details, verify by OTP and pay the application fee.
- Upload certificates. Upload the documents asked for in the form, including category and bonafide certificates on the prescribed formats.
- Check the merit list. AMRU publishes provisional and then final merit lists based on NEET rank. Check your entry carefully and follow the official notice if anything is wrong.
- Fill and lock choices. Choose courses, colleges and quotas in order of preference and lock them before the deadline. Fresh choices are usually required in each round.
- Seat allotment. Provisional and final allotments are made on merit, category and choice. Download your allotment letter.
- Report to the college. Report in person to the allotted college with original documents, complete verification and the medical check, and pay the fees.
- Later rounds. AMRU runs further rounds and stray vacancy rounds. Rules on upgradation, token fees and surrender of seats differ by round, and upgradation is not allowed in a stray round.
Keep the MCC schedule in front of you as well. Students often hold an AIQ seat and a state seat at different stages, and the timing of resignations and upgrades between the two processes needs care.
Documents you should keep ready
- NEET UG admit card and scorecard
- Class 10 certificate (date of birth proof) and class 12 marksheet and pass certificate
- Bonafide Himachali certificate on the prescribed format, issued by the competent authority
- Category certificates where applicable (SC, ST, OBC, EWS, ex-servicemen, freedom fighter, backward area, PwD, single girl child and others listed in the prospectus)
- Character certificate from the school last attended, plus any other character certificate the prospectus asks for
- Equivalence certificate if class 12 was passed from a board other than those named in the prospectus
- Employee certificate on the prescribed format if you are applying under a government employee provision
- Recent passport-size photographs and the anti-ragging undertakings at admission
Certificates must usually be on the formats given in the prospectus appendices. A certificate on the wrong format is one of the most common reasons for trouble at verification.
Common mistakes Himachal Pradesh students make
- Registering only for state counselling. Many students skip MCC and lose AIQ, AIIMS or deemed university options.
- Misreading the bonafide rules. Assuming you are eligible without checking where you passed your school exams or your parent's service record.
- Not locking choices. Choices that are saved but not locked may not be considered.
- Ignoring token fee and forfeiture rules. Token fees are generally forfeited if you are allotted a seat and do not join, or if you leave after admission.
- Missing deadlines in later rounds. Schedules are often revised, and extensions are announced only on the official website.
- Relying on social media posts. Use AMRU and MCC notices as the final word.
